Lord Parashuram is holy as the 6th incarnation of Lord Vishnu, and is regarded as the founder of Goa: he is said to have ordered Lord Varuna, the god of the sea to retreat as far as he threw his axe. Thus the sea retreated and the land between the rivers Mandovi and Zuari was created. (Lord Varuna is revered by Hindu Sindhis in the form of his avatar Jhulelal who rose from the Sindhu/Indus as a saviour).
